NEGLIA affected community. We routinely submit MPT plans to state agencies for public and private projects. We can produce digital products in both AutoCAD and MicroStation formats. Accident Analysis and Countermeasure Development for High-Frequency Locations Upon receipt of accident data, the accident data is plotted out by type on a sketch of the location in question. The data set usually covers a three (3) year or a ten (10) year period. Once plotted, the accident location and frequencies help to visualize the predominant cause of accidents. Once a visual understanding of the accident trends is established, then countermeasure options can be developed TRAFFIC OPERATIONAL ANALYSES Our experience with traffic operational analyses indicates that smarter traffic operations with minor roadway improvements and signal equipment upgrades yield better measures of effectiveness (MOEs) returns than new lane capacity. We routinely use traffic signal optimization software such as Synchro to model existing and proposed conditions. Neglia’s experience also includes the management of a state DOT traffic control center. This real-world experience affords our staff insight into operational analysis for both arterials and freeways and allows us to “temper” purely statistical results. In addition, our working knowledge of traffic signal hardware, system software, freeway management software, and vehicle detection systems provide a complete toolkit to provide our clients with workable solutions for all types of traffic issues. Signing and Pavement Marking Inventory System Development/Management Neglia takes a systematic and cost-conscious approach to all data collection and inventory systems development. Legacy data, if any, is reviewed and strategies are developed to maximize our client’s return on previous investments. Continuing data collection efforts are established that utilize as much automation for both software and hardware as is cost effective. Appropriate technology is applied to promote efficiency, ensure data integrity, and provide our clients with data that is immediately useful. Subsequently, reports and data visualization tools are employed that aid users in managing infrastructure assets as well as provide insightful information for planning and funding efforts. Typically, signing and pavement marking databases are expensive to create (data collection), and final delivered databases are often not maintained, which increases the total cost of ownership. Neglia mitigates this problem by examining current data upkeep procedures, identifying discontinuous processes, and finally instituting data entry procedures, technologies, and methods that are not burdensome and thus better accepted and utilized by staff. TRANSPORTATION PLANNING Planning, Conducting, Coordinating, and Analyzing Traffic Surveys An evaluation of the project at hand is performed to assess what traffic information is necessary to support the design/decision process. A site visit by Mr. Intindola and/or members of the project team determines what specific locations would provide the necessary information. Typically performed surveys include manual and automatic traffic counts, parking demand studies, determination of “new” and “pass- by” traffic, determination of modal choice and pedestrian demand, as well as vehicular speed gap and class studies. In addition to automatic traffic recorders, manual and electronic traffic count boards are utilized. The data is downloaded into the appropriate software that evaluates it and is capable of producing reports, graphs, or simply printing raw data. Traffic Demand and Traffic Assignment Model Development Traffic modeling is based on the population distribution and existing roadway network in the vicinity of the project area. Population and modal choice data are obtained from the most recent Census data. The study area depends on the nature of the use; however, it typically encompasses a 20 - 30-minute travel time.
