PRIORITIZED HIGH- INJURY NETWORK Prioritized HIN The project team developed the final recommended HIN by combining the EJ composite score and the HIN crash score. This HIN represents the high-injury (fatal, severe and moderate injury) crash corridors and intersections prioritized based on the equity analysis. While the entire HIN should be given consideration for safety enhancements, these highest-scored corridors are the highest priority based on this analysis. As noted in the earlier section, nine factors were analyzed to develop the composite EJ score. The individual and composite EJ scores for the corridors with a combined score above 20, shown in red in Figure 10, are given in Table 1.
