PHILLIP SCOTT, PE, CME Project Manager City of Newark, Stormwater Utility Fee Feasibility Study - Evaluating the City’s ability to create and implement New Jersey’s first stormwater utility designed to effectively manage and maintain Newark’s stormwater infrastructure, create a dedicated funding source to implement Best Management Practices, and identify and implement required activities to ensure State and Federal regulatory compliance. City of Newark Energy Savings Plan - Lead the City’s efforts to develop and implement a comprehensive Energy Savings Plan in seventeen of the most energy intensive public buildings with the goal of identifying and implementing cost-effective and creative solutions to reduce our municipal energy consumption by at least 20 percent. Newark Greenstreets Report - Feasibility study funded by the North Jersey Transportation Planning Authority, focused on assessing the City’s ability of installing green infrastructure systems within the public rights-of-way to help manage stormwater runoff during precipitation events, improve quality of life for City residents and complied with local, State, and Federal transportation regulations. Central Avenue Revitalization Streetscape, East Orange, NJ - Provided civil engineering design services for the revitalization of 4,800 linear feet of the Central Avenue Business Corridor. Designed and implemented streetscape concept plans, engineering drawings, and bid documents to complement the existing historical elements. Douglas Harrison Redevelopment, Newark, NJ - Project Manager for the design, permitting, and construction oversight of the outdated Douglas Harrison Homes in Newark’s Central Ward. The project proposes to construct “brownstone” style family rental units, a mid-rise senior building, and two public parks to be dedicated to Green Acres. Baxter Park South, Newark, NJ - Project Manager for the redevelopment of Baxter Terrace, a recently demolished low-income housing development owned and operated by the Newark Housing Authority. This project consists of the design, permitting, and construction administration of two 4-story mixed-use buildings with a total of 90 residential units, and ground floor retail space. Montgomery Heights, Newark, NJ - Project Manager for the first phase of the redevelopment of Brick Towers, a recently demolished property owned and operated by the Newark Housing Authority. The project consists of a 5story mixed-use building with 80 residential units, 9,700 SF of retail space, and 108 parking spaces. Alexander Hamilton Redevelopment, Paterson, NJ - Project Manager for progressive and ambitious rehabilitation of outdated urban housing authority project consisting of lower density townhouses and stacked townhouses for a total of 201 new units, including 32 for-sale homes; all homes will meet the COAH affordable housing guidelines. Lincoln Park Redevelopment, Newark, NJ - Project Manager for a mixed- use residential development comprised of 21 residential units, including seven live-work townhouses, an eight-unit condominium, and a six-unit loft condominium with a ground floor retail space. City View Landing, Newark, NJ - Project Manager for the redevelopment of a former public housing site that contained a mix of uses, including 58 rental units, 16 home ownership units, and a mid-rise building with 48 senior units and 3,000 SF of retail space. Trinitas Center of Regional Education (CORE), Elizabeth, NJ - Redevelopment of a 2.4-acre site with a twostory building and surface parking to provide emergency response, community, and medical education. Saint Michael’s Medical Center, Newark, NJ - Redevelopment of a 9-acre medical center to construct a new emergency department and main lobby entrances and parking.
