2899-25 AN ORDINANCE AMENDING AND SUPPLEMENTING CHAPTER 7, TRAFFIC, SUBSECTIONS 7-20 STOP INTERSECTIONS, 7-21, MULTI-WAY STOPS, AND 7-21.1 MULTI-WAY STOPS NEAR SCHOOLS, PLAYGROUNDS AND YOUTH RECREATIONAL FACILITIES OF THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF WEST ORANGE BE IT ORDAINED, by the Township Council of the Township of West Orange, in the County of Essex, State of New Jersey as follows: Section 1. Subsection 7-20, Stop Intersections, of the Revised General Ordinances of the Township of West Orange is hereby supplemented and amended as follows pursuant to the provisions of N.J.S.A. 39: 4-8 (italic type denotes deletion, bold type denotes addition): Intersection: Stop Sign(s) On: Lowell Avenue, Mountain Way, and Luddington Luddington Road Road T-End Type Intersection Cullen Drive and Carlson Road Cullen Drive Nottingham Road and Devonshire Drive Nottingham Road Cheshire Terrace and Nottingham Road Cheshire Terrace Westminster Terrace and Nottingham Road Westminster Terrace Nottingham Road and Normandy Terrace Nottingham Road Manchester Road and Westminster Terrace Manchester Road Normandy Terrace and Manchester Road Normandy Terrace Lancaster Terrace and Manchester Road Lancaster Terrace Brook Place and Mt. Section 2. Subsection 7-21, Multi-Way Stops, of the Revised General Ordinances of the Township of West Orange is hereby supplemented and amended as follows pursuant to the provisions of N.J.S.A. 39: 4-8 (italic type denotes deletion, bold type denotes addition): Intersection: Stop Sign(s) On: Lowell Avenue, Mountain Way, and All Intersecting Streets Luddington Terrace Section 3. Subsection 7-21.1, Multi-Way Stops Near Schools, Playgrounds, and Youth Recreational Facilities, of the Revised General Ordinances of the Township of West Orange is hereby supplemented and amended as follows pursuant to the provisions of N.J.S.A. 39: 4-8 (italic type denotes deletion, bold type denotes addition): Intersection: Stop Sign(s) On: Dartmouth Road and Winding Way All Intersecting Streets Maple Street and Mississippi Avenue All Intersecting Streets Section 4. The Municipal Engineer of the Township of West Orange designated Bright View Engineering of Roseland. N.J. to collect data and assess conditions at the listed locations. Their methodology conforms with provisions set forth in N.J.S.A. 39:4-8 and the applicable requirements of the Manual on Uniform Traffic Control Devices (MUTCD). Section 5. If any provisions of the Ordinance or application thereof, under any circumstances, is held invalid, the invalidity shall not affect any of the provisions or applications of this Ordinance that can be given effect without the valid provision(s) or application and to this end, the provisions of the Ordinance are severable Section 6. All other Ordinances or parts of Ordinances inconsistent with this Ordinance are hereby repealed.

Section 7. Unless another penalty is expressly provided by New Jersey Statute, every person convicted of a violation of any provision of this Ordinance or any supplement thereto shall be liable to the penalty of not more than fifty dollars ($50.00) or imprisonment for a term not to exceed fifteen (15) days or both, as per W.O.R.G.O. 2899-25 Legislative History The Ordinance, which amends the Traffic Regulations of the Township, designates various types of new Stop intersections with Stop signs on the named approaches. Based on recommendations from the West Orange Police Traffic Division and residents’ requests, the Municipal Engineer designated Bright View Engineering of Roseland to conduct the necessary traffic studies and assemble data to comply with N.J.S.A. 39:4-8 regulations. Additionally, two stop intersections created during new development of the Colonial Woods Drive are being added as well.
