DEMICHELE, LSRP Environmental Services Professional Qualifications Tom DeMichele is a Licensed Site Remediation Professional (LSRP) with over 32 years of experience in environmental investigation and remediation services. His experience includes planning and directing soil, surface water, groundwater, and bedrock investigations for environmental projects, and oversight of underground storage tank (UST) and aboveground storage tank (AST) decommissioning in accordance with federal, state, and local regulations. Well-versed in complex environmental and engineering programs requiring detailed cost-control programs and multi-disciplinary staffing, his investigative experience includes environmental characterization studies relative to hazardous waste screenings, preliminary assessments (Phase I), site investigations (Phase II), remedial investigations and feasibility studies (Phase III), UST/AST investigations, and environmental impact statements (EIS). Tom is licensed by the State of New Jersey as a subsurface evaluator and closure specialist for UST services. Professional Experience Newark Terminal A Redevelopment Program, Newark, NJ – Project Manager for the Port Authority of New York and New Jersey (PANYNJ) Terminal A Redevelopment Roadway Bridges N58 and N59 project at Newark Liberty International Airport. Oversaw the pre-construction environmental subsurface investigation, which identified potential areas of contaminated materials and hazardous waste that may impact project design and construction along the proposed bridge alignments. By pre-characterizing the subsurface, DeMichele identified whether contaminated materials were present that would both pose a health and safety risk to construction personnel and the public and cause costly delays if not identified and mitigated prior to construction. Prepared a Site Investigation Report (SIR) to provide investigation results, and reviewed project design specifications and drawings to ensure that environmental findings relative to materials management were addressed. Also evaluated project design specifications and drawings for adequate handling of potential hazardous materials, including asbestos, lead paint, and universal wastes. Township of Livingston, Police Headquarters, Livingston, NJ – Project manager responsible for providing environmental services at the Township’s Police Headquarters,
lead paint, and universal wastes. Township of Livingston, Police Headquarters, Livingston, NJ – Project manager responsible for providing environmental services at the Township’s Police Headquarters, including the investigation of soil, monitoring well installations, and the remediation of groundwater associated with former UST discharges; and making recommendations for further remedial actions at the site. Completed the Remedial Investigation Report, which identified offsite groundwater contribution. Assisted the Township with the former electronic component manufacturing facility and maintaining compliance associated with these environmental projects. Provide ongoing monitoring and remediation services associated with soil and groundwater contamination. Matrix conducted a corridor study, including a Hazardous Waste Screening Report and Site Investigation to provide for the proper management of contaminated materials during design and construction of the new pump station. A Property Acquisition Environmental Cost Estimate (PAECE) report was prepared for the property as the City of Newark proposed to acquire the southern limits (i.e., Partial Taking) of the Property to expand the existing pump station located on City owned property as part of the proposed McClellan Street Underpass Roadway and Drainage Improvements Project (Project).
