PS&S Project Assumptions And Exclusions Design Phase Assumptions: 1. Work is limited to those tasks specifically listed above. 2. Up to four (4) meetings are included in the Design Phases: Kickoff, Preliminary Design, Public Presentation, and Final Design Review. Additional meetings requested by the Township will be billed on a time-and-materials (T&M) basis at the hourly rates provided. 3. PS&S will prepare and submit the Soil Erosion and Sediment Control application to the Hudson-EssexPassaic Soil Conservation District; application fees to be paid directly by the Township. 4. No environmental permitting (wetlands, flood hazard, or NJDEP land use permits) is anticipated or included. 5. The Township will provide front-end specifications and handle public advertisement of the bid. Design Phase Exclusions: 6. West Orange Planning Board submission. 7. Geotechnical Services; Off-site water, sewer, drainage, utility and roadway design services; Sanitary or storm sewer pump/lift station or siphon design services. 8. NJDEP Permitting Services. 9. Retaining wall engineering for walls above three (3) feet in height or supporting vehicular loads. 10. Environmental Impact Assessment. Construction Administration & Inspection: 1. PS&S has included standard bidding support services under the CA Phase (Phase 4), including attendance at one (1) pre-bid walkthrough meeting and assistance through award recommendation. Any additional bidding or rebid efforts requested by the Township will be billed on a T&M basis. 2. It is assumed that construction will occur over an anticipated three-month (approximately 60 working days) duration. 3. On-site inspection services are based on one (1) full-time inspector, working 8 hours per day, 5 days per week throughout this anticipated duration. 4. If construction extends beyond this timeframe or requires additional coverage, PS&S proposes to invoice the Township on a T&M basis using the hourly rates provided in the fee proposal. 5. Adolf Montana, PE, LEED AP Director Site Civil Engineering & Landscape Architecture Education The City College of New York: B.E., Civil Engineering Credentials Professional Engineer: New Jersey LEED Accredited Professional Mr. Montana has over 25 years of experience related to multi-disciplinary infrastructure, residential, commercial and retail development projects. Mr. Montana is responsible for preparing engineering design and construction documents from initial inception through construction and is also responsible for acquiring regulatory agency approvals. He has extensive experience with due diligence, land grading, and drainage design and application and permit preparation. Mr. Montana is responsible for preparation of design calculations, plans and specifications as well as coordination with regulatory agencies. He has experience with AutoCad Civil 3D, Bentley Design Software, and other engineering programs as well as application and permit preparation. Four Seasons at Great Notch – City of Clifton and Borough of West Paterson, NJ: This project involved complete site plan design of an 800-unit development, which is proposed to be constructed on an abandoned 73-acre rock quarry. Responsibilities included development layout, roadway design, utility layout and design, and stormwater management. Also responsible for earthwork analysis calculations, storm and sanitary design calculations, pump station design and stream encroachment study. The Pinnacle – Fort Lee, NJ: Engineer of record for the construction of a high-rise building with 129 luxury residential units on River Road, Fort Lee New Jersey. Responsibilities included preparing site layout, soil erosion measures, grading and drainage design and supporting stormwater management calculations, expert testimony, coordination with local, county, and

Duties also included the preparation of construction plans. Sojo Hotel & Spa Club – Edgewater NJ: Engineer of record for the construction of 100 room hotel and spa on River Road in Edgewater. Responsibilities included preparing site layout, soil erosion measures, grading and drainage design and supporting stormwater management calculations, expert testimony, coordination with local, county, and state regulatory agencies, filing for necessary permits, and review of construction submittals and RFIs. www.psands.com Monmouth Park Racetrack – Oceanport, NJ: Prepared site plans and permit applications related to CAFO regulations for the backstretch portion of the Monmouth Park Racetrack. The focus of the project was to update the aging sanitary and storm sewer infrastructure to meet current CAFO regulations related to the backstretch operations.
