County Engineer 973-225-5398 CONSTRUCTION COST $9.8 million COMPLETION DATE 2017-2022 DISCIPLINES INCLUDED Environmental Structural Design Surveying Permitting Construction Support and Inspection Boswell provided professional engineering services for Passaic County to advance the schematic plans for the final design and performed the regulatory permitting for the Dundee Island Waterfront Park. Boswell also provided oversight services during the development and construction phases on behalf of the County. The park is located on a 6.7-acre parcel of land on the western bank of the Passaic River. The state-of-the-art park was a collaborative effort between Passaic County, the City of Passaic, The Trust for Public Land, and Boswell. This joint initiative culminated in the design and construction of the City’s first waterfront park and the County’s first new park in over a century. The park’s amenities included an amphitheater, a boat launch, community gardens, an elevated concession stand and field house with restrooms, fitness equipment, a playground, site lighting, a river walk, a sculpture park, a soccer field, and a spray park. One of the major challenges included the waterfront park being located in both the floodway and floodplain of the Passaic River, which meant the design requirements had to consider the zero net fill limitations for work within the flood hazard area and did not allow for structures in the floodway. Additionally, as the existing property was historic fill, every effort was made to minimize the excavation so as to reduce the cost for the disposal of ID-27 material. Given the historic fill and the majority of the site being located in the floodway, the design required a balanced earthwork to be economically viable and within the project budget. There were also numerous public meetings soliciting input from the public to best fit the design to the needs of the community. Upon the completion of Phase I, Boswell received an ACEC New Jersey – Distinguished Award.
