River Drive Improvement Project – Phases I & II City of Garfield, New Jersey (Bergen County) CLIENT City of Garfield 109 Outwater Lane Garfield, NJ 07026 CONTACT Thomas Duch Former City Manager and Executive Director Garfield Redevelopment Agency 973-340-2000 CONSTRUCTION COST $20.5 million COMPLETION DATE 2025 DISCIPLINES INCLUDED Design Permitting Traffic Engineering Construction Administration Construction Inspection The City of Garfield engaged Boswell to provide the design, permitting, and construction administration/management services for the River Drive Improvement Project. This project involved widening, realigning, and improving intersections along a 0.87-mile section of River Drive, as well as a waterfront park with a walkway adjacent to the Passaic River and the Historic Dundee Dam. The scope of work involved widening River Drive from two (2) to four (4) lanes, modifying existing traffic signals, coordinating eight new traffic signals with the County, utility relocations, new drainage systems, community outreach, and a linear park along the top of the Passaic River bank. Extensive plantings, together with benches and streetscape lighting, were installed in order to establish an aesthetically pleasing entrance to the City. Phases I and II included widening River Drive from two to four lanes, modifying existing traffic signals, coordinating eight (8) new traffic signals with the County, utility relocations, new drainage systems, community outreach, and a linear park along the top of the Passaic River bank. Extensive plantings, together with benches and streetscape lighting, were installed in order to establish an aesthetically pleasing entrance to the City. The riverfront park, designed to take advantage of the scenic views afforded by the Passaic River and the Historic Dundee Dam, included a bicycle lane, a great lawn and a children's play area, and two parking lots. The park further includes provision for a canoeing/kayak trail on the Passaic River, with boat launch facilities provided on either side of the Dundee Dam. Other elements include the resetting of an existing Revolutionary War Monument, a new General Pulaski monument, and a Clock Tower. The riverfront shoreline with a sand beach area has been left in its natural condition. These amenities offer a buffer zone and privacy for walkers, fishermen, and canoeists/kayakers enjoying the
