Lori S. Kapferer, PE Senior Project Engineer Site Civil Engineering & Landscape Architecture Education Lehigh University: B.S., Civil Engineering/1998 Credentials Professional Engineer: New Jersey and Pennsylvania Ms. Kapferer has nearly 20 years of regulatory, design, and management experience from her work on a variety of civil engineering projects including hydrologic and hydraulic modeling, floodplain regulations compliance, stormwater design, environmental permitting, municipal consulting, and construction management for public agencies. She served for more than 10 years as a consulting engineer for several municipalities in Pennsylvania, where she performed land use plan reviews and worked with municipal clients to find solutions to floodplain and stormwater issues and comply with permit requirements. She has performed the following design tasks: stormwater management, erosion and sedimentation control, utility design and layout, culvert sizing, ADA ramps, parks layout and site grading. More recently, she performed construction inspection and administration on a 4-lane highway bridge replacement project over a railroad in northern New Jersey, ensuring that the construction adhered to contract documents and met state and federal funding requirements and she completed the hydrologic and hydraulic analysis in support of the preliminary engineering phase on a 13-mile highway widening project in southern New Jersey. Relevant Experience Camden County Municipal Utilities Authority, Liney Ditch Park Green Infrastructure Improvements – Explored options for managing stormwater runoff from impervious surfaces at Liney Ditch Park and CCMUA Administration Building through the implementation of green infrastructure solutions. This project seeks to enhance the resilience of the existing stormwater system and is currently in the design phase. Municipal Consulting – Performed consulting engineering for several municipalities in Lancaster and Chester Counties in Pennsylvania. Responsibilities included serving as municipal engineer at planning commission meetings, providing land development plan reviews to ensure conformance with local ordinances, and designing as park layouts, drainage improvements and culvert replacements. Drafted stormwater ordinance updates. Assisted municipal clients in adhering to permit requirements. Performed and evaluated floodplain and

Performed and evaluated floodplain and stormwater calculations in response to flooding issues. Conducted dam inspections in accordance with Pennsylvania Department of Environmental Protection Dam Safety requirements. New York State Office of General Services, Jones Beach East Bathhouse Renovations. Served as a subconsultant to WXY. Completed grading, drainage, and utility design for pool deck and parking areas for historic bathhouse. Required significant coordination with clients and other design disciplines. Drafted the Stormwater Pollution Prevention Plan that was approved by NYDEC. Performed Construction Administration tasks including RFI responses and submittal reviews as well as construction phase design services. www.psands.com Green Stormwater Infrastructure Program – Camden County Municipal Utilities AuthorityRecommended green infrastructure practices within the street right-of-way in the City of Camden, NJ. Supported the Camden County Municipal Utilities Authority in NPDES Long Term Control Plan implementation to reduce Combined Sewer Overflows. Green infrastructure installations include curb extensions, tree trenches, rain gardens, and subsurface infiltration. Project is currently in the conceptual design phase.
