Attachment E documents the consideration of job quality and labor rights, standards, and protections related to the Project. ARTICLE 25 CRITICAL INFRASTRUCTURE SECURITY AND RESILIENCE 25.1 Critical Infrastructure Security and Resilience. Consistent with Presidential Policy Directive 21, “Critical Infrastructure Security and Resilience” (Feb. 12, 2013), and the National Security Presidential Memorandum on Improving Cybersecurity for Critical Infrastructure Control Systems (July 28, 2021), the Recipient shall consider physical and cyber security and resilience in planning, design, and oversight of the Project. Attachment F documents the consideration of critical security infrastructure for projects that include the purchase of information technology and/or operational technology. ARTICLE 26 CIVIL RIGHTS AND TITLE VI 26.1 Civil Rights and Title VI (a) The purpose of sections 26.1(b)–26.1(c) is to ensure that the Recipient has a plan to comply with civil rights obligations and nondiscrimination laws, including Title VI and 49 C.F.R. part 21, including any amendments thereto.
