K. Appropriate analyses will be performed by the Engineer as per the latest version of the Technical Requirements to determine if contaminant levels are above appropriate cleanup guidelines. L. Contaminated soils that are designated as non-hazardous solid waste may not be stockpiled for more than six months pursuant to the Solid Waste Regulations, N.J.A.C.7:26-1.1;1.4. If contamination is encountered that indicates a discharge or release of a hazardous substance (e.g. free product, strong petroleum odors, buried containers, underground storage tanks, or discreet source areas), the Engineer shall be notified immediately and the NJDEP Spill Action Hotline (1-877- 927-6337) shall be contacted by the Engineer in accordance with applicable regulations. Upon such Notification, additional regulatory requirements, including retention of an LSRP, may be required. 204.03 PRODUCTS (Reserved) A. 10-mil thick plastic sheeting shall be used as soil stockpile liner and covers, which shall cover a firm surface. All joints in the plastic sheeting shall overlap a minimum og 12-inches at the ends. Contractor may also use oll offs or gondolas lined with a minimum 10-mill plastic sheeting for the stockpiling of the materials, subject to the review of the Engineer and/or representative. B. Acontainment berm typically made up of hay bales and/or silt-fence shall be utilized around stockpiled soils to direct runoff and minimize erosion. 204.04 EXECUTION The Contractor shall notify the Engineer and/or representative one (1) week prior to the start of excavation of contaminated material. The Contractor shall be responsible for contacting regulatory agencies in accordance with the applicable reporting requirements. The Contractor shall immediately notify the Engineer upon encountering suspected contaminated material. Notification to regulatory agencies shall be coordinated by the Engineer or their representative. Surface water shall be diverted to prevent entry into the excavation. 204.05 WORK GUIDELINES Personal protective equipment should be utilized at all times during the removal debris. The Contractor shall ensure that all work involving the above referenced materials are conducted in accordance with the applicable local, State and Federal regulations. Organizational Structure; b. Comprehensive Workplan; c. Safety and Health Training Program; d. Medical Surveillance Program (MSP); ®. Site-specific health and safety concerns and requirements dependent upon the site's characteristics and operations as well as period and duration of operation; and f, Standard Operating Procedures for Health and Safety. 25
