Said check or bid bond may not be less than $500 nor shall it be more than $20,000 and must be accompanied by a Consent of Surety statement in the form provided from a Surety Company stating that the Surety Company will provide the bidder with a bond for 100% of the Contract amount in the event that the Contract is awarded to the bidder. A Non-Collusion Affidavit and a Record of Recent Contract Awards must also accompany the proposal on the forms provided. PROPOSAL FORMS SHALL NOT BE REMOVED FROM THE FORM OF PROPOSAL. PROPOSALS MUST BE MADE UPON THE BLANK FORMS PROVIDED AND SUBMITTED IN THE BOUND BOOK, WHICH SHALL BE LEFT WHOLE AND INTACT IN EVERY RESPECT. Bidders must have at the time of bid, a Business Registration Certificate issued by the New Jersey Department of Treasury. Bidders are required to comply with the requirements of NJSA 10:5-31 et seq. and NJAC 17:27 for an affirmative action program for equal employment opportunity. If awarded a contract, your company/firm will be required to comply with the requirements of NJSA 10:531 et seq. and NJAC 17:27. The contract governing this work is funded by monies received by Essex County Title 1 of the Housing and Urban-Rural Recovery Act of 1983 (P.L. 98-181). Under the said Act the Davis Bacon Act is applicable to the contracted work. Accordingly, the Contractor shall abide by the provisions of the Federal Labor Standards which are included as part of the conditions of the contract. BIDS WILL BE AWARDED CONTINGENT UPON FEDERAL CLEARANCE OF THE CONTRACTOR Bidders must also comply with the requirements of PL 1977, Chapter 33 amending the Local Public Contracts Law. Bidders must submit a statement setting forth the names and addresses of all the stockholders in the corporation or members of the partnership who own ten percent (10%) or more of its stock, or have a ten percent (10%) or greater interest in the case of partnership. No bid may be withdrawn for sixty (60) days after the opening of bids. A Contract will be awarded to the lowest responsible bidder or all proposals will be rejected within sixty (60) days after the opening of bids. The Mayor and Township Council of the Township of West Orange reserves the right to reject all bids, to reject unbalanced bids, and to waive any informality in any bid.
