p. 180-25 Resolution Requesting Approval of Items of Revenue and Appropriation Per NJSA 40A:4-87 (Ditinyak) The Township of West Orange requests the Director of the Division of Local Government Services to approve the insertion of an item of revenue in the budget of the year 2025 in the sum of $155,437.29, which is now available from the Design Phase award of the 2023 Transportation Alternative Grants (TAP) Washington Street Corridor Phase II. 8. Ordinances on Second and Final Reading a. 2928-25 An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-32.1 Handicapped Parking on Streets, of the Revised General Ordinances of the Township of West Orange (Carballo) This Ordinance will establish a Handicapped Parking Stall in front of 25 Tompkins Street. This property is a 17-unit multifamily residential building developed as part of the Harvard Press Urban Renewal Zone. The final variance approval from the West Orange Planning Board requires this Handicapped Stall. Such parking stalls are permissible under the laws of New Jersey, and they are designated Handicapped Parking Zones. Because this stall cannot be restricted to a designated building resident, any person with a handicapped plate or placard may park there. b. 2930-25 An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-18.1, One Way Streets Designated, Subsection 7-12, Parking Prohibited for Street Cleaning and Maintenance, Subsection 7-14.1c, Night Parking restricted, Subsection 7-46.2 Parking Prohibited During Certain Hours On Certain Days On Certain Streets Servicing Residential Land Uses, Except by Permit, and 746.9c Permit Parking Exceptions of the Revised General Ordinances of the Township of West Orange (Carballo) Standish Avenue, between Lakeside Avenue and Park Avenue has historically been a two-way traffic street with parking on the west side opposite the residential portion, and a mix of No Parking and Loading Zones adjacent to the large commercial buildings. Increased parking demand from the larger commercial businesses, the Board of Education Bus Garage, and high-density housing nearby has created a parking issue for the local residents and smaller commercial enterprises. Based on the recommendations of the Municipal Engineer, Police Chief, and West Orange Fire Official, this Ordinance changes Standish Avenue between Lakeside Avenue and Park Avenue

This will decrease traffic congestion in the neighborhood and allow street parking by permit at the south end of the street near the residences and smaller businesses. Residents will be issued two (2) permits per dwelling unit. Remaining permits will be issued to Standish Avenue businesses, on a first come basis, at a maximum of three permits (3) per business. One-way traffic southbound will mirror the one-way traffic northbound on Ashland Avenue allowing better circulation of traffic in the Redevelopment area of the Township and eliminate traffic from Spring Street and the City of Orange using the street as a northbound cut-through to avoid traffic on Park Avenue (CR-658). 9. Ordinances on First Reading a. 2932-25 An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-7.3, Temporary Parking Prohibition for Snow Plowing and Removal, Subsection 7-12, Parking Prohibited for Street Cleaning and Maintenance, Subsection 7-14.1c, NIGHT PARKING RESTRICTED, AND SUBSECTION 7-14.7 Alternate Side Parking, Of the Revised General Ordinances of the Township of West Orange (Carballo) Beginning in 2024, Dynamic Traffic Engineering (DTE) of Lake Como, N.J. performed a Comprehensive Parking Study in all the residential and commercial areas located east of Gregory Avenue and east of Mountain Avenue to determine steps necessary to increase on street parking in the residential neighborhoods and expanded parking options in Township owned parking lots. Based on their recommendations and requests from local residents, street parking will be increased on Longview Street and Lindsley Avenue. In accordance with the DTE parking study, approximately 30 onstreet parking spaces will be gained by this change.
