1 Conference Meeting – April 25, 2017 The Township Council of the Township of West Orange met in the Council Chambers, Municipal Building, 66 Main Street, West Orange, New Jersey at 6:35 p.m. Fatima Baez- Aguilar, Assistant to the Clerk, read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on November 28, 2016 and published in the West Orange Chronicle on December 8, 2016. Roll Call: Present: Councilwoman Casalino, Councilman Cirilo, Councilman Guarino, Councilwoman McCartney and Council President Krakoviak. Council President Krakoviak presented a Mayor’s Proclamation in recognition of World Autism Awareness to the West Orange Public Schools and Garden Academy. In attendance from the West Orange public schools were Jeff Rutzky, Superintendent, Irving Schwarzbaum, Board Vice-President, Constance Salimbeno, Director of Special Services, Kristin Gogerty, Supervisor Special Services, Dawn Ribeiro, Supervisor Special Services and Devon Moloney, Director of Development from Garden Academy. Devon Moloney and Constance Salimbeno, gave a presentation on the programs available in the schools. A presentation was given by Steven J. Neale, Township of Verona, Department of Community Services regarding Sustainable Jersey Solar Challenge options. Mr. Sayers gave an update as to the progress of the Redevelopment project on Main Street. 2 b. 94-17 Resolution Adopting Amending Spending Plan Concerning Affordable Housing Trust Funds (Legal-Trenk) At this time, Joe Alpert, The Alpert Group gave a brief update with regard to the West Orange portion of the Harvard Press Project. Anthony Puglisi – Public Information Officer – Essex County There was no one else who wished to be heard and the public comment portion of the agenda was closed. 3 i. 99-17 Authorization to Calculate the Township’s Tax Collection Rate by Taking Into Account 2013 Tax Appeals and Provide Property Tax Payers the Tax Relief Benefit Offered by N.J.S.A. 46A:4-41(C)(2) (Gross) j. 100-17 Resolution Authorizing the Township to Reject Proposals Received in Response to its Request for Proposals for the Contract for Emergency Transportation Third Party Billing Following a Procedural Error that Requires the Township to Redo the Procurement of the Contract (Legal-Moon) k. 101-17 Resolution Authorizing the Auction of Abandoned Cars (DeSantis) Vehicles in violation, accidents, and/or abandoned will be towed off the street by a licensed towing company designated by the Township. The Township is authorized to sell at Public Auction unclaimed vehicles pursuant to State and Local Laws. l. 102-17 Resolution and Exhibit Authorizing a Contract with the Montclair YMCA for the use of Ginny Duenkel Pool (Legal-Moon) This resolution authorizes the execution of a license agreement with the Montclair YMCA to allow them to use the Ginny Duenkel Pools for their competitive swimming program. On motion made by Councilman Guarino and seconded by Councilwoman Casalino, the consent agenda was approved. All members present voting “Aye.” Ordinances on Second and Final Reading Ordinance 2507-17 On motion made by Councilman Guarino and seconded by Councilwoman McCartney, Bond Ordinance Providing Various Capital Improvements In and By the Township of West Orange, in the County of Essex, New Jersey, Appropriating $8,990,546 Therefor and Authorizing the Issuance of $8,560,000 Bonds or Notes of the Township to Finance Part of The Cost Thereof was taken up on second and final reading. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. No one wished to be heard. On motion made by Councilwoman Casalino and seconded by Councilman Guarino, the above mentioned ordinance was passed on second and final reading and ordered advertised according to law. 4 Ordinance 2508-17 a. On motion made by Councilwoman McCartney and seconded by Councilman Guarino, Calendar Year 2017 Ordinance to Exceed the Municipal Budget Appropriation Limits and to Establish a Cap Bank (N.J.S.A. 40A: 4-45.14) was approved on first reading, ordered advertised according to law, to come up for second and final reading on May 9, 2017. All members present voting “Aye.” Ordinance 2509-17 b. On motion made by Councilwoman McCartney and seconded by Councilman Guarino, An Ordinance Creating a Reclassification and Salary Schedule of Certain Township of West Orange Employees Setting Forth Their Titles, Classification and Salary Ranges and Adopting a Salary Guide and Establishing Employees Status as a Township Employee and Under the Guidelines of the New Jersey Department of Personnel was approved on first reading, ordered advertised according to law, to come up for second and final reading on May 9, 2017. All members present voting “Aye.” Pending Matters/New Matters/Council Discussion Councilwoman McCartney requested an update from administration in reference to the Recycling Center. Councilwoman Casalino requested an update from administration in reference to the graffiti and garbage on Route 280. At 9:27 p.m., on motion made by Councilman Guarino and seconded by Councilwoman McCartney, the meeting was adjourned. All members present voting “Aye”.
