1 Conference Meeting – June 23, 2020 The West Orange Township Council met virtually due to the Covid 19 pandemic beginning at 6:35 p.m., Karen Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on October 31, 2019 and published in the West Orange Chronicle on November 7, 2019. Roll Call – Councilman Guarino, Councilman Krakoviak, Councilwoman Matute-Brown, Councilwoman McCartney, Council President Casalino Council President started the meeting with a moment of silence for the residents who have passed due to the Covid 19 pandemic. Council President introduced Selam Woldai who spoke about the celebration of Juneteenth 2020. Bill Kehoe, Director of Recreation, and Edwin Johnson, Assistant Director of Recreation gave an update regarding township recreational summer programming. There was nothing to report regarding redevelopment. The Council gave their liaison announcements. All members voting “Aye.” Resolution(s) Removed from Consent Agenda Resolution 131-20 131-20 Resolution Affirming the Township’s Commitment that the West Orange Police Department Continue to Fully Comply with All Policies Set Forth in the 8CantWait Campaign (Legal-Trenk) A motion to postpone the above referenced resolution was made by Councilwoman Matute-Brown and seconded by Councilman Guarino. All members voting “Aye.” Ordinances on Second and Final Reading Ordinance 2604-20 On motion made by Councilman Guarino and seconded by Council President Casalino, Bond Ordinance Providing for the Local Unit’s Allocable Share of the Flood Mitigation Facilities Project of the Joint Meeting of Essex and Union Counties, By and In the Township of West Orange, in the County of Essex, State of New Jersey (the “Local Unit”); Appropriating $3,170,000. Therefor and Authorizing the Issuance of $3,170,000. Bonds or Notes to Finance the Cost Thereof was taken up on second and final reading. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. 4 On motion made by Councilwoman Matute-Brown and seconded by Councilwoman McCartney the above referenced ordinance was approved. All members present voting “Aye.” Ordinance 2605-20 On motion made by Councilwoman McCartney and seconded by Council President Casalino, An Ordinance Releasing, Extinguishing and Vacating the Rights of a 25’ Wide Utility Easement Located in Colonial Woods North Major Subdivision Shown on Filed Map #4518, Filed in the Essex County Registers Office on July 30, 2007, Running Along the Rear of Lots 12.23, 12.24, 12.25, 12.26 and 12.27 in Block 173, Township of West Orange, County of Essex, State on Jersey was taken up on second and final reading. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. All members present voting “Aye.” Ordinances on First Reading Ordinance 2606-20 h. 2606-20 On motion made by Councilman Guarino and seconded by Council President Casalino, An Ordinance Amending Chapter 4 to Include Sections 38 of the Revised General Ordinances of the Township of West Orange (Prohibition of Less Lethal Devices and Requirement of Body Worn Cameras and Dash Cams) was approved on first reading, ordered advertised according to law, to come up for second and final reading on July 14, 2020. All members present voting “Aye”. Ordinance 2607-20 2607-20 On motion made by Councilwoman Matute-Brown and seconded by Councilman Guarino, An Ordinance Repealing Chapter 4, Section 12.2 (b) of the Revised General Ordinances of the Township of West Orange was approved on first reading, ordered advertised according to law, to come up for second and final reading on July 14, 2020. All members present voting “Aye”. The Council discussed making revisions to the above-referenced ordinance prior to adoption on second and final reading.
5 Ordinance 2608-20 2608-20 On motion made by Councilman Guarino and seconded by Councilwoman McCartney, Calendar Year 2020 Ordinance to Exceed the Municipal Budget Appropriation Limits and to Establish a Cap Bank (N.J.S.A. 40A: 4-45.14) was approved on first reading, ordered advertised according to law, to come up for second and final reading on July 14, 2020. All members present voting “Aye.” ABC Hearing On motion made by Council President Casalino and seconded by Councilman Guarino, the Council recessed the public meeting and entered into the ABC Hearing. All members present voting “Aye.” ABC Resolution 640-20 a. 640-20 Hearing on Renewal for Plenary Retail Consumption, Distribution and Club Licenses for the 2020-2021 License Term On motion made by Councilman Guarino and seconded by Councilwoman Matute-Brown, the above referenced resolution was approved. All members present voting “Aye.” On motion made by Council President Casalino and seconded by Councilman Guarino, the ABC Board adjourned and returned as Council to continue the meeting. All members present voting “Aye.” Pending Matters/New Matters/Council Discussion The following topics were discussed: The policy on Nepotism. Response from Chief of Police re: longstanding security and safety concerns in the community. At 11:15 p.m. on motion made by Councilman Guarino and seconded by Councilwoman Matute-Brown, the Public meeting was adjourned.
