Conference Meeting — February 9, 2021 The West Orange Township Council met virtually due to the Covid 19 pandemic beginning at 6:35 p.m., Karen Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on November 30, 2020, and published in the West Orange Chronicle on December 10, 2020. Roll Call — Councilwoman Casalino, Councilwoman McCartney, Councilman Rutherford, Councilwoman Williams, Council President Matute-Brown Council President Matute-Brown spoke about conducting a Council workshop with regard to a potential pilot for the Executive Drive Redevelopment Project. Two dates were proposed to be discussed with the Mayor for his availability. The Council gave their liaison announcements. Planning Board Resolution 21-02 Recommending that the Township Council Adopt the “Executive Drive-Rooney Circle Non-Condemnation Redevelopment Plan Dated February 1, 2021, for Block 155, Lot 40.02, Block 155, Lot 42.02 and Block 155, Lot 41.02 On motion made by Councilwoman Casalino and seconded by Council President Matute-Brown, the Council consented to the resolution. All members voting “Aye.” Ordinances on Second and Final Reading Ordinance 2627-21 On motion made by Councilwoman Casalino and seconded by Councilwoman Williams, An Ordinance Authorizing the Offer by Private Sale of the Property at Block 175.13, Lot 3, on the Township of West Orange Tax Map to the Adjacent Property Owners Pursuant to the Local Lands Use and Building Law was taken up on second and final reading. All members voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. All members voting “Aye.” Ordinance 2629-21 On motion made by Councilwoman McCartney and seconded by Councilwoman Williams, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-18.1, One Way Streets Designated, Subsection 7-73.3, Temporary Parking Prohibited for Snow Plowing and Removal, Subsection 7-11, Parking Time Limited on Certain Streets During Certain Hours, Subsection 7-12, Parking Prohibited for Street Cleaning and Maintenance, Subsection 7-13, Parking Prohibited at All Times on Certain Streets, Subsection 7-14.1c, Night Parking Restricted, Subsection 7-14.7, Alternate Side Parking and Subsection 7-25, Loading Zones, of the Revised General Ordinances of the Township of West Orange was tabled until the February 23, 2021 meeting. All members voting “Aye.” Ordinance 2630-21 On motion made by Councilwoman Casalino and seconded by Councilwoman McCartney, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-32.2, Restricted Parking Zones, of the Revised General Ordinances of the Township of West Orange — 571 Valley Road and 8 Cross Street was taken up on second and final reading. After a discussion of the Council, and on motion made by Councilman Rutherford and seconded by Council President Matute-Brown, the above referenced ordinance was tabled. Councilwoman Casalino, Councilwoman McCartney, Councilwoman Williams and Council President Matute-Brown voting “Aye.” Councilman Rutherford voting “Nay.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. All members voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. All members voting “Aye.” Ordinance 2636-21 On motion made by Councilwoman Casalino and seconded by Councilwoman McCartney, An Ordinance Creating a Reclassification and Salary Schedule of Certain Township of West Orange Employees Setting Forth Their Titles, Classification and Salary Ranges and Adopting A Salary Guide and Establishing the Employee’s Status as a Township Employee and Under the Guidelines of the New Jersey Department of Personnel of the Revised General Ordinances of the Township of West Orange was taken up on second and final reading. All members voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. All members voting “Aye.” Ordinances on First Reading Ordinance 2637-21 On motion made by Councilwoman Casalino and seconded by Council President Matute-Brown, An Ordinance Amending and Supplementing Chapter 3, “Rules of Council”, of the Revised General Ordinances of the Township of West Orange, to Comport with Current Practice and Increase Efficiency and Effectiveness of Council Meetings was approved on first reading, ordered advertised according to law, to come up for second and final reading on February 23, 2021. Councilwoman Casalino, Councilwoman McCartney and Council President Matute-Brown voting “Aye.” Councilman Rutherford and Councilwoman Williams voting “Nay.” On motion made by Councilwoman Casalino and seconded by Councilwoman Williams, a revision was proposed to remove the paragraph regarding the one-hour time limit for public comment. All members voting “Aye.” At this time, Madame Clerk advised the Council President that Mr. Peter Wosh, member of the Historic Preservation Commission was on the Zoom call and wished to speak about resolution 32-21, adopted earlier in the evening. Pending Matters/New Matters/Council Discussion ‘The item listed for the Rent Control Board was postponed until the next meeting on February 23, 2021. At 11:19 a.m., on motion made by Councilwoman Williams and seconded by Councilwoman Casalino, the Council Meeting was adjourned. All members voting “Aye.
