PB 22 10 Altera 769 LLC Filed Application with Exhibits Final Site Plan Phase 2

1.0 LOCATION AND DESCRIPTION Dynamic Earth, LLC (Dynamic Earth) has completed an exploration and evaluation for the proposed stormwater management facilities located 769 Northfield Avenue in the Township of West Orange, Essex County, New Jersey. The site is further identified as Block 166.15, Lot 9. The site of the proposed construction is shown on the attached Test Location Plan within the appendix of this report. At the time of Dynamic Earth’s field investigation, the subject site was developed with an existing three-story office building (occupying a footprint area of approximately 23,391 square feet) with associated pavements, utilities, and landscaped areas. The proposed improvements for the site are anticipated to occur in two phases. The Phase-I improvements consist of upgrading the building façade including the addition of a canopy at the buildings rear (north) entrance, reconfiguration of the existing parking area to provide a drop off lane, and ADA improvements which result in the expansion of parking area in the rear of the site. The Phase-II improvements consist of the further expansion of the rear parking area to provide additional spaces. Additional improvements include construction of utilities, retaining walls and stormwater management facilities within the northwestern portion of the site. The proposed site improvement details were provided on an August 6, 2021 Grading Plan prepared by Dynamic Engineering Consultants, PC (Dynamic). Dynamic Earth previously completed a preliminary subsurface investigation for the proposed site improvements and the results were provided in a September 23, 2021 Report of Geotechnical Investigation. An initial site visit was also performed to review the existing retaining walls on the site and the results were issued in a September 23, 2021 Existing Retaining Wall Review letter. The results of the previous investigation are included herein as applicable. Topographic information was provided on a June 25, 2020 Boundary Location & Topographic Survey prepared by Dynamic Survey, LLC. Existing site grades generally slope downward from north to south and range between approximately 510.0 feet within the northern portion of the site and 427.0 feet within the southern portion of the site.
