Note that a single ring and laboratory tube permeameter test performed Proactive by Design in Test Pit 201 at a depth of 4 feet were omitted as the results did not appear consistent with the loam soils encountered at this level and appeared to be in disturbed materials. Based on the results of the additional testing, it does not appear that the natural soils above the rock are conducive to infiltration. August 8, 2022 File No. 26.0092704.00 PSE&G 80 Park Plaza Newark, New Jersey 07101 Attention: Mr. Matthew Cieri Civil Project Engineer Report Subsurface Investigation West Orange Switching Station Lifecycle Project West Orange, Essex County, New Jersey PSE&G Introduction This report presents the results of a subsurface investigation performed by GZA GeoEnvironmental, Inc. (GZA) for improvements to the West Orange switching station located at 341 Mount Pleasant Avenue in West Orange, Essex County, New Jersey. The subject site is identified as Block 155, Lot 26.01 on the local tax map and is shown on the Site Location Map, Plate 1. Our work was performed in general accordance with our proposal dated May 13, 2022. Proposed Construction The Lifecycle project would reportedly consist of installation of a new 26kV switchgear and associated structures and equipment at the existing switching station. August 8, 2022 File No. 26.0092704.00 PSE&G – West Orange, NJ Page 2 Proactive by Design Purpose and Scope of Work The purpose of our services was to: 1) explore the subsurface soil and groundwater conditions by performance of the five (5) requested test borings and three (3) test pits; 2) estimate the relevant geotechnical engineering properties of the encountered materials; 3) evaluate the site foundation requirements considering the anticipated construction and encountered subsurface conditions; 4) recommend appropriate types of foundations for support of the proposed equipment, and provide geotechnical-related foundation design and installation criteria, including an estimate of the Site Class as defined by the International Building Code 2018, New Jersey Edition, for seismic design purposes; 5) perform field permeability/percolation tests and/or collect tube samples for laboratory permeability testing at each test pit, if appropriate; 6) obtain samples from depths of approximately 3 and 8 feet from the three test pit locations and submit them to Geotherm USA for thermal resistivity testing; 7) arrange for a field resistivity survey to be performed at locations to be identified in the future; and 8) discuss appropriate earthwork considerations consistent with the proposed construction and encountered subsurface conditions. To accomplish these purposes, a subsurface exploration program consisting of five supervised test borings and three supervised test pits was performed. Prior to advancing the test borings, the areas were initially scanned with ground-penetrating radar. The boring locations were then hand excavated to about 3 feet prior to the start of sampling. The test borings were advanced through the hand excavations using mud-rotary drilling equipment mounted on an ATV drill rig and extended to depths of approximately 15 to 30 feet below the existing ground surface (bgs) at which point refusal was An Equal Opportunity Employer M/F/V/H
