12425 Tree Removal Application COMPLETE with Plans

3. Tree Replacement Plan prepared by Jordan Cecinini, P.E., dated November 12, 2025, unrevised. The Tree Replacement Plan is designated as Sheet 5 of 12 of the Site Plan; 4. Shade Tree Details Plan, which includes Tree Protection Details, also prepared by Mr. Cecinini, dated November 12, 2025, unrevised. The Shade Tree Details Plan is designated as Sheet 6 of 12 of the Site Plan; 5. Soil Erosion and Sediment Control Notes and Details Plan, prepared by Mr. Cecinini, dated November 12, 2025, unrevised. The Soil Erosion and Sediment Control Notes and Details Plan is designated as Sheet 10 of 12 of the Site Plan; 6. $1,000 check payable to the Township of West Orange; and 7. 100 foot property owner’s list created December 3, 2025. The Checklist for Tree Removal Construction Applications/Projects includes a few checklist requirements (“Checklist Requirements”) that we respectfully request be waived for completeness purposes. First, we request that we be permitted to notice for the proposed tree removal in connection with the Planning Board application. Second, we request that we be permitted to submit the Hudson Essex Passaic Soil Conservation Approval as a condition of any potential Planning Board approval. As to the proposed notice, we can certainly insert additional notice language describing the proposed tree removal and replacement into the Municipal Land Use Law notice that is required for the Planning Board application. We have no objection to sending the notice to all of the neighbors within 200 feet (rather than 100 feet) because we will already have to mail the Municipal Land Use Law notice to all of those neighbors as part of the Planning Board application. If the Shade Tree Division prefers that we notice at a different time, please advise and we can do so. However, I do not think it would be appropriate for us to notice for the proposed tree removal before the Planning Board application is heard/decided. As to the required approval from the Soil Erosion Plan/Permit from the Hudson Essex Passaic Soil Conservation District, we request that same be required as a potential condition of any Planning Board approval. We certainly intend to file for this permit, but we intended to do so as part of the overall Planning Board application process.
