Township of West Orange- Edward Byrne Memorial Justice Assistance Grant FY2018 Application The WOPD will also send three officers to the FBI-LEEDA trilogy of courses including the Supervisor Leadership Institute, Command Leadership Institute and Executive Leadership Institute. The Supervisor Leadership Institute is geared towards first-line supervisors and middle managers with the goal of enhancing their leadership competencies. Officers will be engaged in personality diagnostics, leadership case studies, mentoring, developing your people, performance management, risk management and credibility. The Command Leadership Institute is a dynamic, intensive and challenging 4 and a 1/2-day program specifically and uniquely designed to prepare law enforcement leaders for command level positions. The Command Leadership Institute focuses on providing real life contemporary, best-practice strategies and techniques for those aspiring to command level assignments. Officers will be engaged in such topics as credibility, command discipline and liability, dealing with problem employees, and leading change within an organization. The Executive Leadership Institute is designed for executive level law enforcement leaders and focuses on the emerging challenges facing our profession. This highly-interactive program follows the FBI-LEEDA “Cops Talking to Cops” model of professional development. The course uses a wide range of material and calls upon participants’ own professional experiences to facilitate individual development and learning. The cost per course is $650 for each of the LEEDA courses. The WOPD will send three officers to the trilogy of courses over the two-year project period. (Please see attached information on specific courses). In addition, funds will be utilized to purchase two SM 750C plate reader, Security Enclosure, Solar power units for approximately $1,620 each. Targeted hot spots will be determined and identified for the placement of the plate readers where it will prove most effective and to aid officer efforts. The WOPD works together with many local stakeholders regularly to identify public safety perceptions and feels that this additional staff training and equipment will reflect these stakeholder engagement efforts. Capabilities and Competencies The WOPD is a proactive and response-driven agency that strives to protect and meet the public safety needs of the Township of West Orange. Our Department has witnessed many changes over the years, yet has maintained the traditions of serving the community with the utmost integrity while improving efficiency and effectiveness. Our Department advocates for a high level of teamwork within our organization and collaboration with citizens and local groups. The mission of the WOPD is to protect the lives, property, and rights of all people; maintain an ethical environment of mutual respect, trust and dignity; foster a partnership with the community it serves; and, improve the quality of life for all within the Township of West Orange. With this strong commitment to excellence, our agency remains at the forefront of addressing the challenges and opportunities of our community. A great part of our success comes from the rapport and trust that we have built with residents, particularly through our Community Service Unit (CSU). Established 19 years ago, the CSU is a well-established unit with dedicated and experienced officers. In addition to the CSU, the WOPD’s Juvenile Aid Bureau (JAB) carries the Department’s mission to the heart of its programming by respecting youths as contributing members of the community, ensuring that their rights are protected and offering intervention 3
