Township of West Orange- Edward Byrne Memorial Justice Assistance Grant FY2018 Application services. The most effective form of prevention is through education and early intervention, and to this end, the Bureau provides educational programs to all groups within the community. The proposed project will be led by Chief James P. Abbott who has supervised every area of the WOPD and has spent the previous 21 years as Chief of the Department. With nearly 38 years of experience in Law Enforcement, Chief Abbott has the capability and competency to effectively carry out this project. To assure quality, the efforts conducted will be quantified by accurate and up-to-date crime statistics/data compiled throughout the grant period. The WOPD will take a proactive approach to ensure that insights into both crime levels and community attitudes about area safety are considered as part of this project. D. Plan for Collecting the Data Required for this Solicitation’s Performance Measures The WOPD will designate a single contact to manage and report data, (i.e. progress with performance measures based on their request, finances expended, finances drawn-down, etc.). This data will be collected from officer reports, community surveys, and crime statistics. Accurate data retrieval and analysis will enable us to maximize operational efficacy and meet the target goal of maximizing our capacity and improving efficiency for overall safety and wellness of the WOPD. All data will be collected and communicated to the US DOJ through the Grants Management System (GMS) or other requested forms. Quarterly performance reports will be submitted utilizing the BJA’s Performance Measurement Tool (PMT). Internal communications and reporting protocol within the Department will be established and the designated point of contact will assure all officers follow this protocol. This will ensure that all data and information is reported in a timely fashion and that all required reports will be completed and submitted to the US DOJ in a timely manner. 4
