General municipal consulting experience includes site plan and subdivision reviews for Planning and Zoning Boards, as well as meeting attendance. In particular, technical engineering reviews of stormwater management, traffic analysis and circulation plans, overall layouts, and municipal ordinance conformity. Construction management experience includes calculating performance guarantee estimates, bond reductions, set-up and conduct preconstruction meetings, respond and handle resident complaints, and coordinate between developers and contractors to ensure proper and on-schedule installation of improvements as specified in the projects approved site of subdivision plan; perform Certificate of Occupancy inspections. Design experience includes capital improvement project plan and specification preparation. Projects generally include road rehabilitation, drainage improvements, and sanitary sewer replacement. Project included design and construction management for the installation of an emergency generator at various pump stations within the City of Pleasantville, Atlantic County. Plaza Place Project included sanitary sewer replacement and roadway reconstruction along Plaza Place in the City of Pleasantville, Atlantic County. NJSH Route 9 Water Loop Project included construction management services for the installation of water main across Route 9 to facilitate a loop within the Municipal system in the Township of Marlboro, Monmouth County. Red Bank Road Program Project included roadway reconstruction, utility and drainage improvements

Red Bank Road Program Project included roadway reconstruction, utility and drainage improvements along various roads in the Borough of Red Bank, Monmouth County. Heritage Park Project included installation of a basketball court and recreational amenities at Heritage Park in Point Pleasant Borough, Ocean County. Lakes Bay Marina Project included rehabilitation of Marina in City of Pleasantville, Atlantic County. The project was partially funded by Hazard Mitigation and Loss Mitigation Funds from FEMA. N. First Street Improvements Project included streetscape and roadway improvements along North First Street in the City of Pleasantville, Atlantic County. The project was funded through an NJDOT Transit Grant. Ms. Neumann currently serves as the Municipal Engineer for the Township of Marlboro (Monmouth County), The Borough of Red Bank (Monmouth County) and the City of Pleasantville (Atlantic County).
