No.: LP250629 Dear Ms. Carballo: In response to your Request for Proposal (RFP) dated May 2, 2025, H2M is pleased to submit this Proposal to the Township of West Orange to provide professional engineering services for design for the above-referenced project. The following outlines our Project Understanding, Scope of Services, and Engineering Fee and Billing Method. PROJECT UNDERSTANDING We understand the Township wishes to improve the existing community garden at Degnan Park, and also wishes to create an area for low-impact exercise equipment, specifically for seniors, utilizing the space located between the existing parking area and baseball field. The project area is near Vincent’s Pond which is a regulated water body under the New Jersey Department of Environmental Protection (NJDEP) regulations. The Township plans for the proposed site improvements to comply with the NJDEP Permit-by-Rule (PBR) criteria under the NJ Flood Hazard Area (FHA) control act regulations. This will avoid the submission of formal permit applications to the NJDEP. The RFP did not discuss potential Freshwater Wetlands permits and we anticipate that no such permits will be required. The extent and type of site improvements anticipated will be discussed further in the kick-off meeting with the Township, which will take place after the award of the Contract for Engineering Services. The proposed improvements do not include expansion of the parking lot, or major changes in the existing parking area. The project will not be classified as a “major development” for stormwater management purposes, and the NJ Stormwater Management Rules will therefore not apply to the project. Construction Administration services will include full-time inspection services. A topographic survey (described below) will be prepared for the project area for use in preparation of the design plans for bidding and construction. Field survey will locate existing physical features and obtain topographic data of the site in the project area. Horizontal and vertical control will be performed in accordance with the NJ State Plane Coordinate System.
