Mr. Hughes possesses start-up experience with outstanding presentation and customer service skills. His specialties include design, commissioning, materials testing and special inspections. Mr. Hughes has the ability to multi-task and delegate effectively for multiple clients and project needs with excellent PC skills including Microsoft Word, Excel and Project. Relevant project experience includes: ° MTA Rail Car Inspection and Testing Facility - Resident Engineer. Resident Engineer for the Construction Management Contract and all construction operations on this $92M, 2-year construction project. Resident Engineer has the overall responsibility to ensure that the MTA’s contract is fulfilled by the General Contractor. The Resident Engineer oversees the Construction Manager's Site Safety and Construction Quality Management programs inclusive of day-to-day oversight inspections of all construction operations. Resident Engineer interfaces with General Contractor's personnel regarding scope, schedule and fee and when necessary, negotiates on behalf of the MTA within the contract framework. * MTA Grand Central Madison — Smoke Control Special Inspection. The inspection and acceptance of the Smoke Control System for the first new train station to open in New York City in over a hundred years, required the expertise of a team consisting of Professional Engineers, Commissioning Agents and Certified Air Testing and Balancers. Mr. Hughes led the team that inspected the Smoke Control system, which is perhaps the largest and most complex in the City. It encompasses four new platforms and a shared mezzanine, approximately 150 feet below street level, a grand concourse stretching six city blocks approximately 50 feet below street level and connections to Grand Central Station, One Vanderbilt Building, the Biltmore Hotel, cross-connections to Metro North Railroad and future connections

Smoke Control Special Inspections entailed review of all detection devices, duct leakage testing of all smoke control ducts, verification of all detection and system shut down alarm sequences, verification of all smoke control operation alarm sequences, verification of all smoke control equipment operated by alarm initiation, air flow measurement of exhaust and fresh air supply and verification that Smoke Control systems are maintained on Emergency Power Systems. The immense size of the spaces and air flow interactions with adjacent spaces required design engineering modifications to air flow programming to accommodate unanticipated as-built air flows. Ultimately air flow measurements witnessed by the Special Inspector were used by the design engineer in his finite element analysis model to determine that tenability in the spaces will be maintained. © MTA East Side Access. The $11 billion East Side Access project will provide eight new Long Island Railroad train lines from Queens, under the East River to Grand Central Station in Manhattan. JPCL has been awarded several contracts to provide Quality Control testing of the work. Supervised the verification and testing of concrete installations of the rail beds and tunnel and various masonry installations. Provided anchor bolt pull-tests of ceiling mounted electric utilities, HVAC equipment and duct, the sprinkler and standpipe system and tunnel ceiling panels. In addition, inspected the utilities themselves in their installed positions.
