All Way Stop Warrant Analysis – As noted on pages 78 – 79 of 1161 of the 2023 MUTCD, the following warrants will be evaluated: • Warrant A: Crash Experience – It is assumed that GPI will review the crash summary information for Years 2021, 2022, and 2023 collected through NJDOT’s Safety Voyager database, as well as the individual crash records collected from the West Orange Police Department. Crash diagrams will not be prepared as they are not required for the Warrant Analysis. • Warrant B: Sight Distance – We will obtain sight distance calculations for each approach. Actual field conditions will be taken into account as on-street parking may obstruct sight distances. GPI will then apply this information to this warrant analysis. • Warrant C: Transition to Signal Control or Transition to Yield Control at a Circular Intersection – It is assumed that this warrant is not applicable since there are currently no arrangements being made for the installation of a traffic control signal, and this intersection is not circular in nature. • Warrant D: 8-Hour Volume (Vehicles, Pedestrians, Bicycles) – The traffic data as summarized in Task II.c. (above) will be utilized to perform this warrant. Charts and/or tables will be prepared as required. • Warrant E: Other Factors – Engineering judgement will be utilized to determine if any other conditions may exist to warrant the need for All-Way STOP traffic control at these intersections. e. Levels of Service (LOS) Analyses – LOS analyses will be performed for the weekday peak traffic hours (AM and PM peak traffic periods) for the three (3) intersections based on policies and guidance as contained in the Highway Capacity Manual (HCM) 7th Edition. Results of the analyses will be presented in tabular form. f. Technical Memorandum – A draft Technical Memorandum (Report of Findings) will first be prepared and presented to the Township that summarizes the work associated with this study. Recommendations for next steps will be included, if and as applicable. A final Technical Memorandum incorporating any comments received from the Township will then be prepared and submitted. g. 315-24 November 12, 2024 RESOLUTION WHEREAS, the Township of West Orange proposes Professional Civil Engineering and Land Surveying Services for the Oskar Schindler Performing Arts Center (OSPAC) and Crystal Lake Improvements; and WHEREAS, for the OSPAC and Crystal Lake Improvements, the Township requires the services of a professional civil engineering and land surveying firm; and WHEREAS, the Township Engineer prepared a Request for Proposals dated October 11, 2024 for these professional services; and WHEREAS, the Township Engineer solicited a proposal from six professional civil engineering and land surveying firms; and WHEREAS, Consulting and Municipal Engineers (CME), responded to the Request for Proposal; and WHEREAS, CME has performed similar work for other Townships on several projects; and WHEREAS, by letter dated October 29, 2024, the Township Engineer recommended a professional services contract be awarded to CME, 1460 Route 9 South, Howell, NJ 07731, for Professional Civil Engineering and Land Surveying Services associated with the OSPAC and Crystal Lake Improvements; and WHEREAS, sufficient funds exist for the services outlined in the proposal of CME; and WHEREAS, the Township Council concurs in the foregoing. NOW THEREFORE BE IT RESOLVED by the Township Council of the Township of West Orange, New Jersey that a professional services contract be awarded to
CME, to provide professional civil engineering and land surveying services for the OSPAC and Crystal Lake Improvements in the amount not to exceed $160,000.00. Township intends to improve OSPAC and Crystal Lake by creating additional amenities to better utilize the area around it. The project construction cost will be partially funded by the American Rescue Plan (ARPA) for which the funds will need to be expended by December 2025. As a result, the project schedule must be on an expediated process to meet the anticipated date. The Township envisions the improvements to OSPAC consisting of furnishing and installing a sound system for the amphitheater including the installation of ADA accessible bleachers on concrete pads. Crystal Lake improvements will consist of the reconstruction of approximately 0.5 miles of stone dust and/or HMA pathway around the lake between 6 ft. to 8 ft. wide including the installation of decorative pathway LED lighting, electronic entrance LED sign, benches, and trash receptacles. Other possible amenities might include the construction of a fishing pier and floating dock, paddle boats and canoes launch area, prefab pedestrian bridge, the construction of a small shoreline with outdoor showers, seating area pavilion, a playground, and a concession stand. 1 AN EQUAL OPPORTUNITY EMPLOYER www.westorange.org
