will be prepared and site-specific crash trends will be compared to average statistics published by New Jersey Department of Transportation (NJDOT). • Upon completion of the study as outlined above, a letter report will be prepared to document the findings and recommendations for each intersection. Section 2: All-Way Stop Control Analysis (Includes 3 Intersections) Dynamic will prepare an all-way stop control (AWSC) evaluation for the three (3) intersections listed below, in accordance with the Township RFP. This report will evaluate the Township’s potential change in traffic control at the intersections. The existing roadway characteristics and traffic volumes will be compared to the All-Way Stop Control criteria set forth within Section 2B.12 of the Manual on Uniform Traffic Control Devices (MUTCD), published by the Federal Highway Administration (FHA). Additionally, the impact of the proposed All-Way Stop Control on the operational efficiency of the intersection will be assessed. o o o Lowell Avenue and Mountain Way and Luddington Road Mississippi Avenue and Maple Street Dartmouth Road and Winding Way This scope of work includes the following in accordance with the RFP: • A field inspection will be conducted to obtain an inventory of existing roadway geometry, traffic control, and location and geometry of adjacent driveways and intersections as may be gathered without an instrument survey. • Field observations will be performed to observe existing traffic patterns (vehicle & pedestrian) and any other traffic related deficiencies which may exist at the study locations. • The available sight distance for each approach to the study intersection will be observed and evaluated for conformity with industry and jurisdictional standards. • An intersection crash analysis will be prepared based upon information available from NJDOT’s Safety Voyager system as well as police crash reports provided by the West Orange Police Department for up to three (3) years of data, if available. A schematic crash diagram illustrating the type, frequency, and relative location of crashes will be prepared and site-specific crash trends will be compared to average statistics published by New Jersey Department of Transportation (NJDOT). • Intersection turning movement counts will be conducted at each intersection during a typical weekday between the hours of 6:00 AM

The counts will be conducted on either a Tuesday, Wednesday, or Thursday when schools are in regular session to establish existing intersection volumes. • The intersection conditions (including the traffic volumes & crash history) will be compared to the all-way stop control criteria contained within the 11th edition of the MUTCD. • Capacity analyses will be conducted for the weekday morning and weekday evening peak hours to determine existing and projected peak hour capacities and to define existing and projected levels of service. Any recommended changes will be reflected in the analysis. • Upon completion of the study as outlined above, a letter report will be prepared to document the findings and recommendations for each intersection
