It is our understanding that the Township is seeking to make improvements to Degnan Park including the following:  Renovate the existing Community Garden;  Provide exercise equipment for seniors; and,  Install Stormwater Management improvements; With this in mind, we anticipate the following scope of services: 1. Land Surveying Services The following services will be provided under this phase: A. Prepare a Boundary and Topographic Survey including additional topography of the Katz Community Center, the community garden, parking lot, and the area between the parking lot and the baseball field; B. Establish horizontal control based on North American Datum 1983 (New Jersey State Plane Coordinate System-NAD 83) and North American Vertical Datum 1988 (NAVD 88); C. As part of the deliverables, an electronic AutoCAD file of the Boundary and Topographic Survey prepared by Neglia should be provided if available. 2. Civil Engineering Services The work under this phase will include the following services: A. Develop three (3) color renderings for review with the Township; B. Prepare Stormwater management and site drainage improvements for a minor development (400 SF or greater of new impervious) as necessary; C. Design the new community garden including considerations for water at three (3) locations; D. Design considerations for the feasibility of a walkway between the garden and exercise equipment that is ADA compliant; E. Prepare construction details for the community garden and exercise area; F. Prepare construction details; G. Prepare a Plan Set to include but not limited to Cover Sheet, Existing Conditions/Survey Control Plan, Demolition Plan, Construction Plan, Grading and Utility Plan, Soil Erosion and Sediment Control Plan and Details, and Construction Details; H. Notify the NJDEP as may be necessary for FHA Permit by Rule; I. Obtain a certification from the Hudson, Essex, Passaic Soil Conservation District if the disturbance exceeds 5,000 square feet; J. Coordinate with the local water company for the extension of new water services; K. Attend four (4) meetings with the Township Officials including Kickoff, Preliminary Design, Public Presentation and Final Design; L. Prepare a Bid Package that includes bid plans and construction specifications in accordance with public bidding laws; and, M. Construction Administration Services (Separate Fee) The following services will be provided under this phase: A. Contract preparation including review of bonds, insurance certificates and project manning reports; B. Attend preconstruction meeting; C. Provide construction observation services, prepare contractor punch lists and review and prepare pay estimates. F. Perform project close out and final pay estimate/close out change order. No.: LP250629 Dear Ms. Carballo: In response to your Request for Proposal (RFP) dated May 2, 2025, H2M is pleased to submit this Proposal to the Township of West Orange to provide professional engineering services for design for the above-referenced project. The following outlines our Project Understanding, Scope of Services, and Engineering Fee and Billing Method. PROJECT UNDERSTANDING We understand the Township wishes to improve the existing community garden at Degnan Park, and also wishes to create an area for low-impact exercise equipment, specifically for seniors, utilizing the space located between the existing parking area and baseball field. The project area is near Vincent’s Pond which is a regulated water body under the New Jersey Department of Environmental Protection (NJDEP) regulations. The Township plans for the proposed site improvements to comply with the NJDEP Permit-by-Rule (PBR) criteria under the NJ Flood Hazard Area (FHA) control act regulations. This will avoid the submission of formal permit applications to the NJDEP. The RFP did not discuss potential Freshwater Wetlands permits and we anticipate that no such permits will be required. The extent and type of site improvements anticipated will be discussed further in the kick-off meeting with the Township, which will take place after the award of the Contract for Engineering Services. The proposed improvements do not include expansion of the parking lot, or major changes in the existing parking area. The project will not be classified as a “major development” for stormwater management purposes, and the NJ Stormwater Management Rules will therefore not apply to the project. Construction Administration services will include full-time inspection services. A topographic survey (described below) will be prepared for the project area for use in preparation of the design plans for bidding and construction. SCOPE OF SERVICES Task 1 – Topographic Survey • Review plans and surveys provided by Township, or others. • Perform a field survey of the project area, including the Katz Community Center,

Preparation of a boundary survey of the park property (Block 154.19, Lot 6) is not included. Task 2 – Civil Engineering Services • Visit site to review existing conditions and meet with Township personnel for kick-off meeting and review goals of project. • Prepare base map of project site and prepare preliminary site layout for review with Township to confirm the site layout and scope of improvements. Review design options for modifications to community garden, including extension of water systems. Review pedestrian circulation including access between the community garden and exercise equipment area. Access routes will be designed for ADA compliance. • Review drainage conditions and design stormwater system to manage stormwater runoff from the site in accordance with the Township requirements. • Prepare Contract Drawings for the proposed improvements. We will coordinate with the Township for required application signatures. • Prepare technical specifications based on the NJDOT specifications. These will be combined with the Township’s standard administrative “front end” specifications to be provided by the Township in MS Word format for our use. • Contract Drawings and Contract Specifications will constitute the
