Project Profile Allamuchy Township MS4 Mapping Allamuchy Township, New Jersey In accordance with the New Jersey Department of Environmental Protection (NJDEP) New Jersey Pollution Discharge Elimination System (NJPDES) MS4 Tier A permit requirements, the maintenance and upkeep of stormwater management features is required. In order to comply with the MS4 permit requirements, an inventory of municipal stormwater systems must be completed. French & Parrello Associates (FPA) was retained and tasked with completing the inventory in compliance with NJDEP requirements which includes the locating and mapping of outfalls, ground water discharge points, interconnections, inlets, stormwater manholes, stormwater conveyance systems, pump stations, and other stormwater facilities. Utilizing ArcGIS Field maps in conjunction with web mapping applications deployed in ArcGIS Enterprise, 2.29 miles of conveyance, 135 inlets, 1 outfalls, 7 manholes, 26 groundwater discharge points, 5 stormwater basins, and 29 culverts were mapped for Allamuchy Township. Project Profile Carteret MS4 Mapping Carteret, New Jersey French & Parrello Associates (FPA) was retained by the Borough of Carteret to help meet the New Jersey Department of Environmental Protection (NJDEP) New Jersey Pollution Discharge Elimination System (NJPDES) MS4 Tier A permit requirements. To ensure compliance, the MS4 permit mandates a comprehensive asset inventory of the municipal stormwater system. FPA was tasked with creating this inventory, covering the location and mapping of critical stormwater infrastructure such as outfalls, groundwater discharge points, interconnections, inlets, stormwater manholes, conveyance systems, pump stations, and other facilities. Client Working with an existing stormwater inventory provided by the Borough, FPA employed ArcGIS Field Maps alongside web mapping applications deployed within ArcGIS Enterprise. Through this technology, FPA mapped 39 miles of conveyance, 1,413 inlets, 20 outfalls, 16 groundwater discharge points, 7 stormwater basins, 8 culverts, and 608 manholes. Project Profile Hope Township – Tier A Stormwater Compliance Hope Township, Warren County, New Jersey French & Parrello Associates (FPA) was retained by Hope Township to advance their stormwater management from a Tier B to the Tier A stormwater permit requirements. Our services included: • • • • • • • • • Updating the Town’s Stormwater Pollution Prevention Plan Inspection & Maintenance Mapping Annual Employee Training Mapping of Recorded Private Storm Facilities Stormwater Ordinance Guidance Local Public Outreach Material Updating the Municipal Stormwater Management Plan Stormwater System Mapping Watershed Improvement Plan (Phase 1) FPA has successfully GIS mapped the town’s stormwater system, ensuring all components are in place for the Watershed Improvement Plan. Utilizing NJDEP’s latest template, we have updated the Town’s SPPP to meet all Tier A requirements. FPA provided a tailored employee training to DPW operations and requirements for stormwater system, ensuring that they received all relevant information to their town. FPA created several maps including, Inspection and Maintenance scheduling maps for inlets and outfalls, and a street sweeping map showing the frequency of how often the roads should be swept per the minimum requirements of Tier A. Additionally, FPA has provided local public outreach material to assist with reaching Public Outreach Education requirements. Project Profile Mendham Township MS4 Mapping Mendham Township, New Jersey In accordance with the New Jersey Department of Environmental Protection (NJDEP) New Jersey Pollution Discharge Elimination System (NJPDES) MS4 Tier A permit requirements, the maintenance and upkeep of stormwater management features is required. In order to comply with the MS4 permit requirements, an inventory of municipal stormwater systems must be completed. French & Parrello Associates (FPA) was retained and tasked with completing the inventory in compliance with NJDEP requirements which includes the locating and mapping of outfalls, ground water discharge points, interconnections, inlets, stormwater manholes, stormwater conveyance systems, pump stations, and other stormwater facilities. Utilizing ArcGIS Field maps in conjunction with web mapping applications deployed in ArcGIS Enterprise, 45.2 miles of conveyance, 2,169 inlets, 86 outfalls, 51 manholes, 275 groundwater discharge points, 34 stormwater basins, and 86 culverts were mapped for Mendham Township. A web mapping application was configured to allow township staff to conduct inspections of the municipality’s outfalls. This project is still ongoing. Project Profile DRJTBC MS4 Stormwater Pollution Prevention Plan (PPP) Various Locations, New Jersey French & Parrello Associates (FPA) was retained by the Delaware River Joint Toll Bridge Commission (DRJTBC) to update their Stormwater Pollution Prevention Plan (SPPP). FPA conducted a thorough review of existing data and documents and provided recommendations to ensure compliance with the latest stormwater permit regulations. Site visits were carried out to verify current conditions and capture photo records of stormwater facilities. Additionally, FPA performed GIS mapping to assist in maintaining records. Utilizing the current NJDEP SPPP template, FPA identified the SPPP Team responsible for implementing various components of the plan. The updated SPPP includes: • A detailed description of the operation policies. • Comprehensive record-keeping documentation. • Implementation schedules aligned with permit requirements, including assistance with frequency. • A list of responsibilities and descriptions for stormwater compliance per NJDEP regulations. • Identified areas in need of attention and provided recommendations.
