FEE SUMMARY Section 1: Stop Control Analysis (Includes 14 Intersections) $ 7,000 Section 2: All-Way Stop Control Analysis (Includes 3 Intersections) $ 12,000 Section 3: Reimbursable Expenses Time and Materials Section 4: Project Meetings and Coordination Services Time and Materials DESCRIPTION OF SERVICES Section 1: Stop Control Analysis (Includes 14 Intersections) Dynamic will prepare a stop control evaluation for the fourteen (14) intersections listed below, in accordance with the Township RFP. This report will evaluate the Township’s potential change in traffic control at the intersections. The existing roadway characteristics will be compared to the guidance set forth within Sections 2B.09 (No Intersection Control) and 2B.11 (Minor Road Stop Control) of the Manual on Uniform Traffic Control Devices (MUTCD), published by the Federal Highway Administration (FHA). 1. Cullen Drive and Carlson Road This scope of work includes the following in accordance with the RFP: • A field inspection will be conducted to obtain an inventory of existing roadway geometry, traffic control, and location and geometry of adjacent driveways and intersections as may be gathered without an instrument survey. • Field observations will be performed to observe existing traffic patterns (vehicle & pedestrian) and any other traffic related deficiencies which may exist at the study locations. • The available sight distance for each approach to the study intersection will be observed and evaluated for conformity with industry and jurisdictional standards. • An intersection crash analysis will be prepared based upon information available from NJDOT’s Safety Voyager system as well as the crash reports provided in the Township RFP for up to three (3) years of data, if available. A schematic crash diagram illustrating the type, frequency, and relative location of crashes
will be prepared and site-specific crash trends will be compared to average statistics published by New Jersey Department of Transportation (NJDOT). • Upon completion of the study as outlined above, a letter report will be prepared to document the findings and recommendations for each intersection. Section 2: All-Way Stop Control Analysis (Includes 3 Intersections) Dynamic will prepare an all-way stop control (AWSC) evaluation for the three (3) intersections listed below, in accordance with the Township RFP. This report will evaluate the Township’s potential change in traffic control at the intersections. The existing roadway characteristics and traffic volumes will be compared to the All-Way Stop Control criteria set forth within Section 2B.12 of the Manual on Uniform Traffic Control Devices (MUTCD), published by the Federal Highway Administration (FHA). The counts will be conducted on either a Tuesday, Wednesday, or Thursday when schools are in regular session to establish existing intersection volumes. • The intersection conditions (including the traffic volumes & crash history) will be compared to the all-way stop control criteria contained within the 11th edition of the MUTCD. • Capacity analyses will be conducted for the weekday morning and weekday evening peak hours to determine existing and projected peak hour capacities and to define existing and projected levels of service. Any recommended changes will be reflected in the analysis. • Upon completion of the study as outlined above, a letter report will be prepared to document the findings and recommendations for each intersection
• Reimbursable expenses associated with initial preparation and submission of the report is included within this task. Subsequent reimbursable expenses that may be required will be billed on a time and materials basis in accordance with the enclosed rate schedule. • Attendance at one (1) meeting is included within this task. Section 3: Reimbursable Expenses Reimbursable costs and expenses incurred by Dynamic Traffic in connection with the work outlined in Sections 1 and 2 are included in the lump sum fee. Any other reimbursables including but not limited to postage, travel expenses, printing and mileage will be invoiced in accordance with the attached Dynamic Traffic’s Professional Services Rate Schedule. Section 4: Project Meetings and Coordination Services The intensity, methods and frequency of communications required for a project varies from client to client and project to project, but is essential to expediting the project successfully. As it is not always possible to determine the scope of work required for this phase prior to the commencement of work, this firm will provide an estimated scope of work as follows: • • • • • Conference calls Meetings and generation of Meeting Memorandums Correspondence and coordination of governmental agencies Review and address agency review letters Preparation for meetings or hearings Attendance at one (1) meeting is included within Sections 2 as noted above. All additional meetings, consultations and correspondence as noted above will be billed in accordance with the hourly rate schedule as included herein. Project Schedule It is anticipated that the Stop Control Analysis and All Way Stop Control Analysis (Sections 1 and 2) can be completed within eight (8) weeks (56 days) from receipt of the “notice to proceed” from the Township. Note it is highly recommended that the traffic counts be performed while local schools are in regular session. Depending on when the notice to proceed is issued relative to the school calendar, there could be impacts to the project schedule.
