314-24 November 12, 2024 RESOLUTION WHEREAS, the Township of West Orange proposes Professional Engineering Services for Stop Control and All Way Stop Analysis at Various Locations; and WHEREAS, for Stop Control and All Way Stop Analysis at Various Locations, the Township requires the services of a professional engineering firm; and WHEREAS, the Township Engineer prepared a Request for Proposals dated October 8, 2024 for these professional services; and WHEREAS, the Township Engineer solicited a proposal from six professional civil engineering firms specializing in traffic and transportation engineering; and WHEREAS, Bright View Engineering, responded to the Request for Proposal; and WHEREAS, Bright View Engineering, has performed similar work for the Township; and WHEREAS, by letter dated October 29, 2024, the Township Engineer recommended a professional services contract be awarded to Bright View Engineering, 70 South Orange Avenue Suite 109, Livingston, NJ 07039, for Engineering Services associated with Stop Control and All Way Stop Analysis at Various Locations; and WHEREAS, sufficient funds exist for the services outlined in the proposal of Bright View Engineering; and WHEREAS, the Township Council concurs in the foregoing. NOW THEREFORE BE IT RESOLVED by the Township Council of the Township of West Orange, New Jersey that a professional services contract be awarded to Bright View Engineering, to provide professional engineering services for Stop Control and All Way Stop Analysis at Various Locations in the amount not to exceed $15,600.00.
BE IT FURTHER RESOLVED that a copy of this Resolution be published in the West Orange Chronicle within ten (10) days of its approval as required by State Statute. Karen J. Carnevale, R.M.C. Scope of Services: I. STOP CONTROL ANALYSIS Consultant will conduct a field investigation at each of the following locations to evaluate existing conditions that might affect the installation of stop control at each intersection and confirming adequate sight distance is available and identify any other deficiencies within the study area. Also, Consultant is to review the available crash data attached to the RFP and available crash history from NJDOT’s Safety Voyager system to confirm if significant crash data is present. 1. Cullen Drive and Carlson Road As part of the deliverables, Consultant is to prepare a short report for each intersection which details findings and recommendations for changes including a recommendation for the installation of stop signs were appropriate consistent with the 11th edition of MUTCD. II. ALL WAY STOP ANALYSIS FOR THE INTERSECTIONS OF: LOWELL AVE. AND MOUNTAIN WAY AND LUDDINGTON RD. MISSISSIPPI AVE. AND MAPLE ST. Consultant will conduct a field investigation at each location to evaluate existing intersection(s) geometry, observe traffic patterns, review available sight distance and identify other deficiencies within the study area. Also, consultant will review the available crash history from the West Orange Police Department to confirm if a significant crash history is present. If necessary, consultant will review available crash history from NJDOT’s Safety Voyager system to confirm if significant crash data is present. The following tasks are to be conducted: A. Perform intersection turning movement counts at the intersection(s) from 6:00 AM to 7:00 PM on a mid-week weekday (Tuesday, Wednesday, or Thursday) when schools are in regular session to establish existing intersection volumes. B. Conduct a stop warrant analysis in accordance with section 2B.12 of the 11th Edition of the MUTCD. C. Perform peak hour level of service analysis for the intersection(s) under existing conditions and with any recommended changes. D. Consultant will prepare a letter report for each intersection which details findings and recommendations. E. Include at least 1 meeting. Proposals shall be on a lump sum basis for each task. Hourly rates shall be submitted with all proposal for any additional work. Proposals shall be submitted in writing on or before 10:00 A.M. Friday October 25, 2024 to the Department of Engineering, 25 Lakeside Avenue, West Orange, NJ 07052 and shall include a specified completion date or number of days required for completion of the work after approval is granted to proceed.
